Computers store text as a sequense of numbers. Codepage is a special table describing correspondence between leters and numbers. Most codepages use numbers from 0 to 255, and describe letters of some specific language.

The same file can be interpreted differently. If wrong codepage is used for displaying contents of the file, user sees random sequense of letters.
